Inter-African Conference on Insurance Markets
The Inter-African Conference on Insurance Markets (CIMA) is a community organization of the insurance industry.
It comes from the evolution of the International Conference of Insurance controls (CICA born July 17, 1962, in Paris between France on one hand and fourteen African and the Malagasy States on the other.
On 10 July 1992, the CICA becomes Inter-African Conference on Insurance Markets (CIMA). The treaty signed in Yaounde (Cameroon) that day establishes an integrated organization of the insurance industry including the Community body is the CIMA.
The signatory states are Benin, Burkina Faso, Cameroon, Central African Republic, Congo, Comoros, Côte d'Ivoire, Gabon, Guinea, Equatorial Guinea, Mali, Niger, Senegal, Chad and Togo. Fourteen signatories of 1961, only the Federal Islamic Republic of Comoros has not yet ratified the treaty.
Guinea-Bissau ratified the treaty in 2002 and is the first non-francophone state to join the CIMA.
Reinsurance
CIMA operates an interstate reinsurance company called CICA-RE. Established in 1981, this company reinsures 10% of compulsory insurance premiums paid locally in one of the Member States of CIMA. The goal is to prevent the export of capital to developed countries, where most of the major reinsurers are. CICA-RE was created as a result of Africa Re, a reinsurance company based in Nigeria, which retains 15% of premiums reinsured in 40 African States. Africa Re was created by the African Development Bank.
